Professional work experience

March 2001 to date. United Nations Economic Commission for Europe, Geneva, Junior Professional Officer at the Trade and Investment Promotion Section (TIPS) of the Trade Division. Under the guidelines of the chief of the TIPS, Mr. Iltchev is mainly responsible for the following:

 - Creating and managing the network of National Contact Points (Multiplier Points): this outreach programme and network created in April 2001 includes 49 organizations from 24 countries from Central and Eastern Europe and the Commonwealth of Independent States engaged in promoting, distributing and translating into national languages UN reports, documents, publications, guidelines and other forms of information; identifying the appropriate national organizations and institutions as well as the most important UNECE documents and publications to be disseminated through the network;

- Assisting in the preparation of major meetings, such as the International Forum on Trade Facilitation “Simpler Procedures for World Trade Growth and Development”, held in May 2002, the Forum “Trading into the Future: e-Services for Trade, Investment and Enterprise”, held in June 2001, the Fifth and Sixth sessions of the Committee for Trade, Industry and Enterprise Development (CTIED); sessions of the Centre for Trade Facilitation and Electronic Business (UN/CEFACT), Working Parties on Industry and Enterprise Development, etc., Encouraging the enhanced participation of low income developing countries and contributing to enhanced public-private partnership;

 - Contacting the participants in Seminars, Forums and Workshops organised by the Division, verifying discussion texts with the authors, assisting with the publication process for proceedings and documents, drafting of introductions, conclusions and resumes and monitoring the publications;

 -  Conducting research and trend analyses on electronic commerce in the economies in transition, assisting in the introductory drafting of questionnaires, reports and other documents related to different UNECE projects, Preparing guidelines for financial sector development, identification of most appropriate subjects, research and monitoring, drafting preliminary texts, assisting and supervising the publication process; etc.

Under the supervision of the Deputy Minister, Mr Iltchev has performed the following job functions:
- Conducting independent researches and analyses, identifying policy issues, formulating options and making conclusions and recommendations on the Ministry’s positions and policies vis-à-vis the participation in the activities of the International and Regional Organisations: IMF, OECD, WTO, UNCTAD, CEFTA and other multilateral and regional economic organisations; - Drafting periodic reports on the status of national trade and industrial policy and defining effective development practices; developing, collecting and analysing economic and social data and qualitative information; determining trends, patterns relationships and effects of alternative policies and assumptions; providing advisory and training services to different government and non-government bodies; - Analysing policy proposals, forecasting and making recommendations on the strategies and positions to be taken with regard to implementation of the European Association Agreement and other free trade agreements, especially in the field of free movement of goods and services, harmonisation of technical legislation etc.; - Representing the Ministry in intergovernmental and other external meetings, promoting enhanced participation in development and governance process, designing institutional frameworks for capacity building, designing and implementing coordinated Government positions and strategies, and preparing reports thereon.

September 1994 to October 1997. Ministry of Trade and Tourism, Integration Policy and Multilateral Trade Policy Departments - Expert in Tariff and Non-Tariff Measures. - Member of experts’ team negotiating the accession of Bulgaria into the World Trade Organisation; negotiating the Implementation of the European Association Agreement and other Free Trade Agreements, especially in the field of free movement of goods and services; - Promoting capacity building frameworks for the participation in WTO activities; - Participating in multilateral and bilateral trade and economic negotiations as well as in the activities of Ad hoc Working groups, Forums, Seminars, etc. within the framework of WTO, OECD, IMF, UNCTAD, CEFTA etc.; - Drafting inputs for technical papers and advocacy materials on selected global, regional, national and local aspects of economic and social development; Assisting with the preparation of inputs and implementation of technical cooperation projects; - Co-ordinating periodic meetings of the Interdepartmental Commission on Safeguard measures on imports and antidumping actions against unfair trade practices.

October 1993 to August 1996. University of National and World Economy, Sofia. Lecturer in Strategic Management and Operations Management: - Preparing and presenting lectures and organising seminars for five student groups in the field of Management and Strategic Planning; - providing methodology, advisory and training services; - assisting with the preparation of inputs and the implementation of international technical cooperation projects; - holding discussions and reporting on meetings and conferences; conducting researches and analysing studies.

February 1990 to January 1991. DZU (Engineering enterprise) - Stara Zagora. Planning expert and manager for Information Systems: - Preparing and monitoring the implementation of medium and short-term financial and general plans applying the principles and concepts of development management, - Preparing projects for the development of the information systems in the enterprise, including monitoring and evaluating corporate governance.

November 1999 to July 2000: United Nations Institute for Training and Research (UNITAR): “Certificat de réussite du Programme de formation à la fonction publique internationale”, Thesis “La Commission Économique des Nations Unies pour l'Europe face au défi de la mondialisation: Promotion de la coopération économique en XXI-ème siècle”. Programme for International Civil Servants organised by the Agence intergouvernementale de la Francophonie based on the following modules: International Relations, United Nations System, Foreign Economic Relations, International Trade Law, International Financial Management, Human Rights and Economic Development.Studies at the Institut des relations internationales du Cameroun, Yaoundé;
December 1999 to February 2000: Extensive study tours in the major industrial, agricultural and urban areas in Cameroon.

October 1997 to  June 1998: European Institute for Advanced International Studies, Nice,  and Europa Institut, Berlin. European degree in Advanced International Studies. Program based on four fundamental modules: European Construction, Federalism, Democracy and Society and International Relations, articulating the educational and research activities. Thesis on Economic Globalisation and Trade Liberalisation /From GATT to the World Trade Organisation/. Participation in International Seminars and Symposiums, e.g. Academy of Peace and International Security, Monaco, Mars 1998, Monté Carlo Forum on Banking and Finance, 1998 etc.

March 1991 to September 1994: University of National and World Economy, Sofia. Doctoral program: comprehensive examinations & a Ph.D. thesis on Decision-making procedures under uncertainty (static and dynamic models).

September 1985 to February 1990: Higher Economic Institute, Sofia: Diploma of Completed Higher Education (??????? ?? ????????? ????? ???????????) - Academic degree of Economist – Planning Expert corresponding to the M.Sc./Econ./ of English Universities. Concentration in Socio-economic planning, Marketing, Strategic Management, Computer Science. Honours' thesis on Decision-making procedures.
